Abstract. The relevance is predetermined by the problem of reducing the time for the training of medical personnel, the exclusion of social and humanitarian disciplines from the standard of their training and the declaration of the demand for high-quality training of personnel for healthcare. Purpose: in the mode of dialogue between the representatives of the college and the university, to specify the problems that hinder the effective professional training and retraining of graduates of medical profiles.
The research methods were a sociological survey and analysis of national and foreign sources on the professional training of medical personnel.
Results: the significance of contradictions in the regulations of practices and the deformation of the socio-humanitarian context of the Federal State Educational Standard, which form the risks of the effectiveness of practical training and retraining of medical personnel, is shown. An innovative pedagogical technology is presented – "technology of safety of the educational environment in the conditions of individualization of professional training of secondary medical personnel".
The scientific novelty lies in the concretization and analysis of the actual problems of professional training and retraining of medical personnel in college and university. The practical significance lies in the justification of the demand for changes in the regulations of the organization of professional practice of medical college and university students.

Аннотация. Актуальность статьи связана с противоречием между декларацией повышения качества подготовки медицинских кадров в условиях трансформаций актуальных социокультурных практик страны и мира и организационными регламентами профессиональной практики в СПО и ВО.
Цель: в режиме диалога между представителями СПО и ВО конкретизировать проблемы, мешающие эффективной профессиональной подготовке и переподготовке выпускников медицинских профилей, и предложить пути их решения.
Методы исследования. анализ научно-педагогических национальных и зарубежных источников по организации производственных практик, социологический опрос, оценка, прогноз.
Результаты: сделан вывод о значимости противоречий в регламентах практик, социально-гуманитарного контекста ФГОС, минимизирующих эффект от практической подготовки и переподготовки медицинских кадров. Представлена инновационная педагогическая технология – «технология безопасности образовательной среды в условиях индивидуализации профессиональной подготовки среднего медицинского персонала». Научная новизна заключается в конкретизации и анализе актуальных проблем профессиональной подготовки и переподготовки медицинских кадров.
Практическая значимость заключается в обосновании востребованности изменений в регламентах организации профессиональной практики студентов медицинского колледжа и вуза.

Abstract. The author gives an assessment of the current state of the secondary vocational education system (hereinafter – VET) in Russia. The main trends in the development of vocational education are determined. Based on the analysis of organizational and economic management mechanisms, approaches to the development of regional systems of secondary vocational education are proposed.
Purpose. Analyze the organizational and economic mechanisms of the development of VET regional systems, taking into account the growth of the incoming contingent and the increase in the burden on the infrastructure of educational organizations.
Methodology and methods. The method of descriptive statistics, the method of comparative studies, the method of comparison and generalization of the obtained results.
Scientific novelty. The article analyzes the organizational and economic indicators of the activity of VET regional systems in modern conditions. The main directions of the development of VET regional systems are determined. The author notes that the growing interest of young people in the system of VET system leads to an increase in the burden on the infrastructure, and therefore the readiness of VET system for changes is considered.
Practical significance. The author calculated the indicators of the minimum provision of full-time students with places in dormitories of educational organizations for all subjects of the Russian Federation, considered the dynamics of indicators characterizing the activities of the VET system, analyzed the personnel resource of the VET sector. The main directions of improvement of organizational and economic mechanisms of management of the development of the VET system are formulated.

Аннотация. Автором дана оценка текущего состояния системы среднего профессионального образования в России. Определены основные тренды развития профессионального образования. На основе анализа организационно-экономических механизмов управления предложены подходы к развитию региональных систем среднего профессионального образования (далее – СПО).
Цель. Провести анализ организационно-экономических механизмов развития региональных систем среднего профессионального образования с учетом роста контингента поступающих и увеличению нагрузки на инфраструктуру образовательных организаций.
Методика и методы. Метод описательной статистики, метод сопоставительных исследований, метод сравнения и обобщения полученных результатов.
Научная новизна. В статье проанализированы организационно-экономические показатели деятельности региональных систем СПО в современных условиях. Определены основные направления развития региональных систем СПО. Автором отмечается, что рост интереса молодежи к системе среднего профессионального образования ведет к увеличению нагрузки на инфраструктуру в связи с чем рассматривается готовность системы СПО к изменениям.
Практическая значимость. Автором рассчитаны показатели минимальной обеспеченности учащихся очной формы обучения местами в общежитиях образовательных организаций для всех субъектов Российской Федерации, рассмотрена динамика показателей, характеризующих деятельность системы СПО, проанализирован кадровый ресурс сферы СПО. Сформулированы основные направления совершенствования организационно-экономических механизмов управления развитием системы среднего профессионального образования.

Based on the analysis of the work of scientists and the practice of implementing educational programs, the significance of the state final certification in the system of training specialists and the importance of its improvement as a backbone factor in designing the content of a professional educational program and an integral element of improving the quality of education are substantiated. A comparative analysis of various models of conducting a demonstration exam in SVE organizations was carried out, as a result of which a conclusion was made that it is preferable to use a demonstration exam in the format of an independent assessment of qualifications in the system of final certification of graduates.
